If you cannot use mkfs.exfat command, or cannot use Disks tool to format a device to exFAT format on Linux, maybe you can solve this problem after installing the exfat-utils.
You can use the following command to install (Debian / Ubuntu):
sudo apt install exfat-utils
After installation, you can use mkfs.exfat command and Disks tool.
Basically Linux is such a system. What kits, tools, and functions are lacking, just install them.
